Programs teaching U.S. schoolchildren to abstain from sex have not cut teen pregnancies or sexually transmitted diseases or delayed the age at which sex begins, health groups told Congress on Wednesday.

Well, the obvious way to overcome this failure is to throw more taxpayer money at it. The real problem is that we’re not getting enough abstinence pledge bracelets out in time to enough teenagers. An unfettered wrist is one that indulges in sin.
